SEATTLE — Protalix Biotherapeutics Inc., a pharmaceutical company, said Tuesday its chairman of the board is resigning to recover from an illness.

Carmiel, Israel-based Protalix said Eli Hurvitz is stepping down. Zeev Bronfeld, another board member, will serve as interim chairman effective immediately.

Bronfeld was Protalix’s first investor. He co-founded Biocell Ltd., a biotech holding company, and is a member of the board of several other publicly traded companies.

No Competition for Boeing in Tanker Bid

Boeing is now the sole bidder on a $35-billion-dollar contract to build refueling tankers for the US Air Force. Northrup Grumman has dropped out of the competition, saying it doesn’t think it can win.

Northrup Grumman’s announcement doesn’t come as a surprise – the California company had been complaining ever since the Pentagon issued a draft of its revised guidelines for the contract that it was skewed in Boeing’s favor. If Boeing prevails, it will build a refueling tanker based on the 767 – keeping that manufacturing line open and employing as many as 9,000 people in the Pacific Northwest.

“This was the last chance for the 767 to remain a viable line for many years to come,” says defense analyst Loren Thompson.

“And it looks as though, after a decade-long struggle, Boeing has finally prevailed.”

He says the only thing that could derail Boeing from getting the tanker contract now is if it bids too high or if Congress gets involved and delays the process. He thinks the latter is unlikely. But he also says ten years from now, Northrup may look like the more rational party with its decision to pull out.

“This is a very demanding contract. There’s many potential pitfalls. And Boeing will have to work hard to make money.”

He says the risk for bidders is very high because the request for proposals has 372 mandatory performance requirements and mandates fixed pricing. Thompson thinks Boeing is motivated above all by a desire to keep Northrup’s partner Airbus out of the market. The Pentagon is expected to award the contract this fall.

SEATTLE — Starbucks Corp. said Wednesday that it will expand sales of its instant coffee overseas this spring while adding packets of it to thousands of retail locations in the next six months.

The company plans to begin selling Via, which comes in a cylindrical plastic sleeve and dissolves in a cup of water, in the U.K. on Monday. It will launch the drink in Japan on April 14.

Starbucks launched Via in the U.S. and Canada last fall, hoping to get a piece of the $21 billion worldwide instant coffee market. It is now available in nearly 15,000 locations, including Starbucks’ stores, Costco, Target, and REI stores.

The City Council today heard a very brief statement from the City Manager regarding a citizen’s initiative submitted a few weeks ago that looks to create a Transportation Benefit District and bring streetcars back to Tacoma.

What’d he say? Well … Let’s start with the press release:

Citizens Initiative Submitted To Build Tacoma Streetcar System

(Tacoma, WA)- On February 11, a group calling itself The Committee to Build the Streetcar submitted a citizens petition to the City of Tacoma. The petition was written by longtime streetcar advocates Chris Karnes and Morgan Alexander. Among the goals of the petition are an expanded Tacoma LINK line up Sixth Avenue, the purchase and restoration of an original streetcar that once ran in Tacoma, and the creation of a Transit Commission to help the city make the plan happen.

Funding for the plan would come from a relatively new mechanism called a Transportation Benefit District. Funding would come from a .2 cents per $10 dollar purchase sales tax within the Transportation Benefit District. Currently, Tacoma does not have a Transportation Benefit District.

In 2008, Tacoma residents approved the Sound Transit ST2 ballot measure, which provides over $80 million in matching funds for expanding Tacoma LINK. Those funds have been accumulating for about a year.

The organizers of Tacoma’s “Build the Streetcar!” initiative hope their effort will result in a similar success. “There are a lot of different pieces in play right now,” said Alexander. “There’s ST2, Pierce Transit doing some major introspection, and the City Manager has been busy lining up partners and funding. We feel the time is right for city residents to get involved and help create something amazing for Tacoma’s future.

The organizers will need to gather over 4,000 signatures by the end of summer. An organizing kick-off party is planned for late March.
